Operators periodically measure the signal coverage of their network in order to determine which areas require improvements or upgrades, with the goal to provide best possible service to their subscribers. However, intervals of such measurements are relatively high and do not take many things into account such as atmospheric and weather conditions, time of the day, congestions etc. Additionally, they usually focus on signal level measurements which give enough information about availability of basic services such as SMS or calls, and do not measure the available bandwidth and data connectivity which is a very important feature for majority of subscribers, especially newer generations.
